World Ocean Conference 2009
WOC'09 Output

The main anticipated output from the WOC2009 is the formal adoption of the Manado Ocean Declaration, to be followed by a Plan of Action and the establishment of the World Ocean Forum, as the umbrella organisation for implementing the Plan of Action.

In addition, through a number of the WOC2009 side events, anticipated outputs include:

  • The holding of the OCEAN SCIENCE, TECHNOLOGY & POLICY SYMPOSIUM
  • The holding of the OCEAN SCIENCE, TECHNOLOGY & INDUSTRY EXHIBITION as a platform for exchanging information about developments in the marine field across the world
  • The adoption of the CTI Action Plan and official "Kick Off" of it's implementation
  • The establishment of Bunaken as a UNESCO World Natural Heritage Site (awaiting the outcome of negotiations with UNESCO representatives)

 

Targets

The targets which the WOC2009 hopes to achieve include:

  • Increased cooperation between nations  in order to manage marine resources in the context of climate change 
  • Increased understanding across the global community regarding the vital role of the oceans in regulating global climate
  • Increased global attention to the need to save small islands and coastal areas as part of facing up to global climate change
  • Increased commitment from international bodies and intergovernmental organisations to protect and conserve fisheries resources in order to ensure food security
  • Increased preparedness to mitigate disasters caused by climate change
  • Increased capacity at community level, especially coastal and small island communities, to adapt to the effects of climate change
 

MANADO OCEAN DECLARATION 

The Manado Ocean Declaration (MOD) is a commitment between nations to address the impacts of climate change on the way of life and livelihoods in and on the sea, the coast and small islands.  

The MOD will consist of 3 parts: preamble, body, and recommendations.
Preamble
The preamble will refer amongst other things to the Convention on the Law of the Sea 1982 (UNCLOS), especially in relationship to the protection and conservation of the marine environment and the obligation to cooperate, at both regional and global levels.

Body
The body will make statements about the two-way relationship between climate change and the oceans, including drafting a number of solutions (adaptation and mitigation) for addressing the current impacts and those which will or are predicted to occur in the future. 

Recommendations
The recommendations section will contain ways in which the declaration can be translated into action, in the form of opportunities for the international cooperation which is needed such as: research, exchange of data, capacity building, transfer of knowledge and technology, substantial financial support, and so on.
